Technology improves, but the laws of physics are constant and absolute (on human timescales). Thermodynamics says no today, no tomorrow, and no 100 years from now. That's not ever going to change.

What was it the 27th law that says radiating heat in to space does not work? I'm skeptical of the whole thing too, but it's not an impossible engineering challenge, just an expensive one.
